Proposed Humber College Cultural Hub, to replace an existing learning facility, and will include: -Multidisciplinary Performance Halls - two music and performing arts venues -Industry-Infused Learning Spaces - Professional-grade multimedia production and post production facilities, 3D animation spaces, music labs, a music recording studio, a usability lab, and a Centre for Creative Business Innovation. The facility will also feature additional classroom and computer lab spaces -Student Accommodation - Additional residence spaces for up to 324 students, as well as new cafeteria and community athletic spaces
 
The description sounds like this will be for the redevelopment of the old Humber Lakeshore Campus building on the interior of the site. The Lake Shore W frontage already has a newer residence addition completed.

A creative focal point at Lakeshore Campus, the 360,000 sq. ft. Humber Cultural Hub (HCH) will spark exciting possibilities for students, local cultural and creative industries, and the community.

The HCH will provide unmatched access to talent development, entrepreneurial supports and applied research. It will also benefit culturally underserved local communities, build new appreciation and opportunities for the creative arts, attract new jobs and industries to the area and enrich the local economy. Overall, this facility will enhance the training and career-readiness of students while allowing us to solve business challenges for industry in the creative and performing arts.

The project will be built by EllisDon and currently has a projected completion date of 2024.
 
This is a pretty significant expansion for Humber Lakeshore. Although a large amount of academic focus has shifted towards the group of buildings east of Kipling, the older building on the west side of the campus is currently where their main library, administrative offices, and majority of spaces for their music program is located.
 
We learn in the preliminary report above that a massive new parking lot will be built by Humber College at 170 Birmingham Street.

That is about 2-3 blocks from campus.

It's the blank site from Thirteenth Street in the west to a lot which terminates at the same eastern point as the commercial site to the north.
