apartment changing from group to individual billing
My building has electricity included in the rent. What are the chances when time of use billing comes into effect that my building will implement an individual meter? I support paying for the electricity I use (I look forward to it :-)).- jammer

non-smoking building?
The tenant next door smokes on their balcony and the smoke blows in my apartment. I am screwed, right? Is there any city that I can rent an apartment in that has a law against smoking? Maybe a condo?- jammer

extra cost for window AC in apt
Why is there an extra cost to install a window AC in an apartment in which electricity is included in the rent? I thought it might be increased electricity use but does an AC use more electricity than 4 fans on 24x7? Why is a dehumidifier acceptable but an AC is not? What about a portable AC...- jammer
