    To @interchange42's point, the city can only collect 4% of the property value at the time of building permit as a community benefit. We no longer have the benefit of Section 37 where the city could negotiate benefits in exchange for density. That 4% doesn't go far.

    This is what I have heard as well from someone who is quite privy to the discussions happening behind the scenes. Metrolinx is expecting 100% compliance whereas these contractors (and the people they’ve hired from overseas) are used to wiggle room.

    There’s the reasoning. Their urban stores aren’t doing well either. Dont expect to see many new stores. If anything, expect to see more small stores close and consolidate with larger stores. No excuse for zero retail though. There absolutely should be some retail included.
