    I actually tried once - It was easier for construction to bury the lines and use fly forms on the lower levels of the building. Toronto Hydro wouldn't let us even if we paid them for it. They wont allow only one segment of a line to be buried unless the entire length of the line is buried...

    My guess is this is a decision that will ultimately be made by the lenders, under the advice of the receiver and Tridel. They're probably waiting to see where the market is closer to completion.
