Not implying that they did, but you make a major deal like that you have to be able to handle the risks associated with it. No one was putting a gun to CF's head to acquire the site in it's entirety, or at all.

While you're not wrong, it's not our fault that Cadillac Fairview decided to take the risk and acquire the site from Great Gulf while full well knowing the obligations here. The city should stick to their guns here.

I would report this to 311. From my experience they're pretty good at getting things like this taken care of. I've reported sinkholes forming in roadways before, and crews were sent out few weeks after my reporting.
