    Why would it be unlikely to happen for a few decades? Is it so outrageous that a train might break down, and instead of cancelling the trip, equipment might be taken from another line's supply pool to keep the service going? That can happen anytime.

    Yeah, if we take 745 cars (the largest quantity) and divide by 60, that gives us a whopping 12 cars per minute. There is no reason a one lane road shouldn't be able to handle cars in quantities like that.

    Averages are not supposed to take into account every single unique situation. They're supposed to give a general view and understanding of a problem. There's always going to be someone who doesn't fit into an average, but that doesn't mean averages aren't useful for setting policy.
