    I'm pretty sure the trip arms were tied down as ATC was activated along the line. I'd imagine the failsafe is if ATC loses contact with the train or the train isn't obeying ATC commands, it'll estop.

    DC actually has a subway station so deep that the only way to access it is via a high speed elevator. There are no escalators/stairs other than an emergency stair well. But to your point, that'd never happen here.

    If you look at historical street view images, you'll see why there is a gap in the fence. Around 2014 they were replacing the poles. Looks like just as they build the fence, this pole replacing projected may have started which would explain why there was still a gap in 2014 with both poles...
