    A mildly interesting exercise is to identify all the five-point intersections in KW. None really exist anymore as the city has adjusted them to only be four-ways, but you can still follow the streets and see where they were. It's also very much a feature of Kitchener and not Waterloo or Cambridge.

    Municipalities are creatures of the province, but that doesn't mean that the federal government can't negotiate directly with them and bypass the provincial government, at least not yet under the current system. The province is free to change that of course.

    It seems to me that the LRT would be part of the highway as it falls between the lateral property lines, but not part of the roadway as LRTs would not constitute vehicular traffic.

    If the RoW put out a RFP with certain requirements, isn't it incumbent on the organizations bidding on the contract to demonstrate that they can meet the requirements? If Presto failed to do that, or didn't bid, I'm pretty sure that disqualifies them from consideration.
