Seems it's stuck. Same look outside for past 3 weeks

It kinda stall/stuck at 12th floor. I don't see much progress anymore. Anyone know what is going on?

When is occupancy date?

When will they release second phase? It's been 5 years since first phase sale and I haven't seen any project where they release second phase so late.
