    Not sure. They were pouring for a while seemed fine. Looked out and saw all the workers shoveling cement back into the mixing container or dumping on wooden boards. Most likely the brace gave way.

    It's the fresh concrete that was poured over the super columns. Soon the rebar will be exposed.

    I doubt it since there doesn't appear to be another safe access point for vehicles, certainly Bloor would be a no-no. If you visit the sales office on Davenport they have some renderings showing this bridge as the access point for vehicles but who knows.
