Ironically the province today announced funding for 300 new graduate urban planning slots in universities.. They clearly don't seem to think so.

It already has but that has nothing to do with this announcement. Any file will still require guidance, and the planning industry will be there to support. Scope will change, but if the pace of applications gets back to where it was a year or two ago, this won't even be noticed.
