I think it's just part of the Cielo condos' construction.

From what I can see in the pictures it just went up recently I wonder if it is in place to finish the last section of the podium

...all cranes here have been of a mobile sort. And will likely continue to do so when needed. Not only does this likely cut down the cost of having a more permanent crane during construction, but so far they haven't really needed one. And for what that's worth.
