Thanks. Found it.
Maybe his boomp-boomps need to go more like breath-in-breath-outs.
It's not oppressive, he promises. Yeah, no... it is. I certainly am not able to miss it though.

I remember that! It sure has been a spell. Wonder what happened to him? He seemed like a total dirtbag. Maybe he ended up in prison, or dead. I wouldn't be surprised. It has been a long time since this building was renamed from a certain Oompa Loompa president.
The space under the onion dome where the lights are is the raw multi-storey unit (last time I was in it, but it was being discussed for renovation). I'm very curious what's going on up there! If it’s privately owned, it doesn’t look like it’s being lived in. Unless someone likes to live in a bright blue light tinted home that you can see from across the city.
As much as I love me some cool city lighting, they need to tone down the LED beam that runs up and down the building. Sometimes it turns into flashing strobes, turning my office into a disco. Seriously, I can't imagine this is safe for people with photosensitivities. I'd rather it go up and down slowly or remain static as it often does, no need for flashing lights into offices and any residences nearby. Who runs that light? Is it the St. Regis? I vaguely recall it was "designed" by an artist.
