According to Waterfront For All's annual review, construction on this park is supposed to start this year even though a design hasn't been unveiled.

Starting construction without any community consultation on the new design? Being built this year means they already have an engineering design and a contractor hired to build it. During the World Cup? Wawatesi park on Richmond and John got delayed until after the World Cup. Something smells fishy. Waterfront For All isn't a reliable source, I'll take this with a grain of saltwater.
 
Rees Park in a permanent form is NOT being built.

It may be getting an 'interim' park, I'm not sure.

The budget for this year is 700k and its 2.1M over 3 years.

Keep in mind, the plan for here is now an Aquatic Centre (pool) and Park.

The AC will be at least 1/3 of the site, probably more.

There's no indication that construction would start here for many months. Lots of time to unveil concepts, get feedback, make changes, and still start some portion of it before the end of the year.

I disagree. Wawatesi Park, which is much smaller, was in the engineering drawing phase last year for construction starting In August or September of this year. Community feedback comes at the conceptual design phase, not when work is being done on engineering design to build the thing. As @Northern Light points out, this is probably just a lawn and a few benches as a placeholder for a much later process to build the aquatic centre.

To add to what I noted above, there is no budget for this project in 2029 or 2030, but there is 8.6M in 2031-2035.

There is another 21.5M listed as 'funding constraint' (meaning unfunded), and placed in the 2035 column.
