Not much I would think, only the first foot or so is frozen and excavation equipment have no problem ripping through it.

I know nothing about construction,
but winter photos seems to show construction stops once there is a deep freeze or snowfall,
which definitely has not been a one-time event this winter.
 
I wonder how much frozen ground/snow impedes construction in Toronto vs Vancouver
It's not just a question of frost depth but soil composition and water concentration. Generally in Toronto mid winter frost depth can be problematic for a back hoe, however for large excavators with the right bucket not generally a problem. If particularly cold or farther North there are attachments, rakes and hammers to do the job but slows work down.
