Here at 5800 Yonge, City of Toronto's SSHA/TSSS is tenant of landlord Times Group,... so City's SSHA/TSSS uses the 5800 Yonge building to host a Refugee Shelter on-site,... until Times Group is ready to start demolition then construction

Going through the CoA to increase to the heights of the podium elements of the buildings and the daycare building, and to reduce the required vehicular parking rate for residential uses.

Tower heights are now 176.23m, 170.33m, 156.5m, 150.61m and the childcare centre is 11.27m

CoA hearing scheduled for Sep 25.

It might have to do with Developer Times Group leasing out the current 5800 Yonge to City's SSHA/TSSS for Refugee Shelter - but that Lease Agreement is pretty straight forward - Oct 1st to Sept 30th of following year, renewable yearly,.. or it might be because they have no faith in the local City Cllr! As we see in hindsight, the tweaks at Committee Of Adjustment are relatively minor,...

The local rookie City Cllr Lily Cheng, is hopeless,... one of the largest Office Staff in the City - while Cllr is NOT a Chair of any large Committee nor Deputy Mayor,... and her Office Staff is a revolving door!
- At beginning of year, Policy & Planning Advisor Saham A left (she was only staff with prior experience; from Cllr Denzil Minnan-Wong office) - she was the Policy Advisor in charge of Development - both CityPlanning and CommitteeOfAdjustment files under one person! So when she left, both files messed up with no back-up person!!!
- Soon, Constituency Rep MollyB left
- Policy & Constituency Rep KinY left
- Operations Nisha left

So in first 6 months of this year, half of the Cllr full-time Office Staff gone,... this doesn't include all the Office-Staffs that left previously,... Cllr Lily Cheng's Office is a sinking ship!

Times Group lease of 5800 Yonge to City SSHA/TSSA for Refugee Shelter will expire on May 31, 2026 - without anymore renewal! Expect Times Group to start Demolition shortly after,... then Shoring,... Construction,....


"The City enter into the Lease with the Landlord to lease the Property for a term commencing on October 1, 2018 and expiring on September 30, 2020, on the terms and conditions set out in Appendix "A", and any other or amended terms and conditions as may be deemed appropriate by the Deputy City Manager, Internal Corporate Services ("DCM") and in a form acceptable to the City Solicitor; "
Page 6: Terms "Use: For the purpose of allowing the City to operate a temporary shelter for the homeless newcomers to Canada. The Property may also be used for other ancillary purposes, including office space, storage space and public parking. The building and lands will be used by the City and/or any Community Operator."

From Oct 1, 2018 to Sept 30, 2020 with renewable annually,... City leased 5800 Yonge from Times Group "to operate a temporary shelter for the homeless newcomers to Canada" - a Refugee Shelter - which opened November 12, 2019. But in Summer 2020 with border shut due to Pandemic and Refugee/Asylum Seekers stopped arriving,... 5800 Yonge was converted from Refugee Shelter to Homeless Shelter - against Lease Agreement!

Second Extension Term was 8-month ending May 31, 2022 (likely Times Group way of putting City's SSHA/TSSA on notice) - 5800 Yonge was at OMB/OLT towards settlement, but would still need at least 2 years for Building Permits

"By a lease dated September 27th, 2018 (the "Lease"), the City leased the Leased Premises from the Landlord for a term commencing October 1, 2018 and expiring on September 30, 2020. The Lease provided for the option to extend on such terms as the Landlord and the City may mutually agree upon in writing. As such, the Lease was renewed"
- "for a term of 12 months from October 1 2020 to September 30, 2021 (“First Extension Term”);"
- "8 months from October 1, 2021 to May 31, 2022 (“Second Extension Term”);"
- "for a period of 12 months from June 1 2022 to May 31, 2021 (“Third Extension Term”);"

5800 Yonge Homeless Shelter converted back to Refugee Shelter in Fall 2023,... but loop-hole allows City's SSHA/TSSA to place non-Refugees.

"Date Prepared: January 30, 2025"
"Purpose: To obtain authority to enter into a lease extension and amending agreement with Times 5800 Inc. (the "Landlord") for the City’s continued use of the property municipally known as 5800 Yonge Street for a further period of 12 months from June 1, 2025 to May 31, 2026 (the “Lease Extension Agreement”)."
"Terms - Use: As a shelter to accommodate the vulnerable or newcomers to Canada."

The Preparation Date for this last Extension - January 30, 2025 - a couple weeks after Times Group lobbied Mayor Office & Local Councillor,... when Times Group submitted another bunch of applications for Building Permits - and likely giving notice, they want their 5800 Yonge property back by end of May 2026

I really do hope to begin to see some progress on this front. There's always talk, and has been for decades, but not enough action. Shelters are inadequate temporary fixes for homelessness. I don't pretend to have a foolproof solution, but modular housing sounds promising. An efficiency unit per person or couple, but then one must also factor in support systems for addiction and mental illness. There is no easy answer, but we can do better in wealthy Toronto than large rooms filled with cots.

By Summer 2024, Modular Supportive Housing at 175 Cummer (Willowdale Manor Senior Centre) coming in at $36.3m for 59 micro-units mainly about 250sqft! That's $615K per 250sqft micro-unit! For that money, you can easily find a 1+den full size condo unit! BTW, not even the done yet, so not final cost!!!

Recently, Purpose Built Homeless Shelter at 1220 Wilson coming in with construction cost of $51m for 80 beds,.... $637K per bed! Again, it's on City owned land,... so we're not even factoring land cost! Oh, and this is just the starting budget cost,.... wait til they finish construction!

So the City's new model is to over-pay way above market prices for 250sqft micro-units!


But here, let's look at the City's old/previous model,.... which places Temporary Homeless Shelters in old buildings at Development Sites as they go thorough the Development Application process,... started before Pandemic sites include: Broadway, Roehampton Inn, 5800 Yonge, SE corner of Bathurst & Lakeshore, etc,... Now, the City of Toronto is placing Temporary Shelter outside the downtown core in high-density areas that never had Homeless Shelters before! That's a big change for local residents,... as Before and After data shows "Auto theft spiked by 225%, robbery by 100%, sexual violation by 175%, theft over by 150% and break-and-enter by 76.5%, Toronto Police statistics say."

Oh,... and guess what happens to the really bad apples who gets kicked out of the 5800 Yonge Homeless Shelter - most just move 1 street north to Inez Court (Yolanda Flanders' Conservatory Group Ruby) and squat in all those empty bungalows,... Drug Den at #21,... bonfire in the streets,... got so bad that Cllr Filion had to give them special permission to Demolish all the bungalows,... no problem, then they just set up Encampments in the nearby Hydro Lands


Needless to say, there's also much higher rates of Drug/Substance/Alcohol Addiction and Mental Illness amongst Homeless,... and they're so severe that their own families and friends don't want to deal with it. City policy is "Harm Reduction" - to supply drug paraphernalia & supplies,... and even if City doesn't supply the drug - anyone with OHIP card can get free drugs right at NorthEast Corner of Yonge & Cummer where there's a TrueNorth Medical Walk-In Clinic/Pharmacy

- "“It seems like more could be done, especially when you see individuals behaving in a manner that is a few steps away from the grave,” said Jjumba, who said he is aware of at least three residents of the Willowdale Welcome Centre who passed away from mental health-related causes since the onset of the African refugee crisis in the summer of 2023."
- "Karanja, who is also the founder of North York’s Royal Chapel Worldwide Ministries, said she’s aware of about four or five Kenyan refugees in the GTA who have passed in the last three or so years from mental health and addiction issues."


This 5800 Yonge Refugee Shelter started with about 200 beds in November 2019, then went as high as 535 beds,... now closer to 410 beds,... host not just African Refugees but also many Refugees from Central & South America,.... and Homeless Shelter from Summer 2020 to Fall 2023,... Needless to say, there's been a number of Death from Overdose and Mental Illness at this 5800 Yonge site,.... Is this 5800 Yonge site haunted? Would you buy a condo at 5800 Yonge???
 
having seen the 5800 Yonge site throughout the years, i think it's fair to say these problems are the result of the city ramming this through without any significant community consultation, without setting up or considering proximity of nearby social service supports, and that the "harm reduction" model is based on providing drug users access in a way that lets users basically run free (i understand the non-stigma philosophy, but if you look at what David Eby is saying in BC, there are people who supported who literally say "we tried it and it didn't work")

with all of stuff Sunnyraytoronto documented above, it's clear there were a lot of challenges... i understand the city was reacting to the COVID crisis, and that with that early covid period where travel was limited and refugees were probably not coming in, they utilized the space to solve their pressing challenge of homelessness

but, the lack of consultation and lack of support provisions was systemic (see: the other one that was near Yonge/Eglinton, councillor Matlow said the same "lessons learned" thing, basically it was started and then they realized it needed more buffer between people in crisis, and the nearby residents)

this is getting a bit away from the topic of redevelopment of 5800 Yonge, but, since the topic came up (how to help the homeless) i thought to add this. basically, in the conversations on local Willowdale online forums, people started out very polarized... like, it's either blaming the homeless for their evident crimes and how their personal crisis was now in view of children and families, or blaming the people who didn't support this for being cold hearted... but in the end, seemed there was consensus formed, that the damn city is to blame for not doing it properly. they literally opened the largest homeless shelter in north america there, without consultation or providing additional social support (oh, there were people walking around in yellow vests to pick up needles sometimes, but only after it was clearly a problem)
