One component is for a Hamilton History gallery that is, I believe, a seperate group.
 
If I have understood correctly, there will be a non-market housing component to the expanded gallery that is intended for artists. This is an interesting approach and may well help unlock significant access to funds to build affordable housing that would also include future gallery space. I think that this is a clever approach and may well serve as a model for other types of civic facilities.

Vancouver, for example, relatively recently supported the creation of a new library and affordable housing building. The City provided the land, the Province funded the affordable housing that the YMCA operates, and the building was designed to house the new library, the fit out and operation of which was slotted into the City's normal budget process.


Similarly, a new fire hall was recently built with affordable housing above. The land was provided by the City, the Province funded the affordable housing that also happens to be operated by the YMCA, and the City fit out and operates the fire hall through its normal budget process (hopefully, the fire trucks wait until they're out of the garage before hitting the sirens).

Hamilton has a local library + affordable housing facility too.

 
I didn't see the 25-to-30-storey mention in the Spectator [Edit: I see it now --- the original article has been updated]. I did see this in the official press release: "The facility’s permanent exhibit gallery will grow by 70 percent, and a 745-square-metre exhibit gallery will be added. "

I don't know what this means. Is the 745 square metre exhibit gallery addition on top of the 70 percent exhibit gallery increase? Isn't it all just exhibit space?
It's not all exhibit space. There are corridors, staircases, washrooms, a gift shop, a café, there's a wedding venue, admin offices, storage, repair studio, etc.
Galleries typically have "permanent" exhibit galleries for their collections, plus space for travelling or temporary exhibitions. By saying that their permanent exhibition space is growing by 70% but the gallery in total is growing only by 20%, then it's entirely possible (without knowing more about the current breakdown of space) that all of the new space will be dedicated to showing more of their permanent collection, and that their current rotating exhibition space is enough for their needs. Tough to know though without more info from them. The whole building is about 7,000 sq m, but what numbers they have for rotating exhibit space, I'm not sure, Assuming the 745 m sq new gallery space is for more of their permanent collection, then currently they have about 1,064 sq m dedicated to the permanent collection.
