Based on the renders most of them won’t glow but some will.

Will the glass cubes glow through with light from inside at night or are they covering over concrete

They had really better glow, otherwise the warehouse look (which is a bit overdone) will simply overpower the whole thing. Of course, I still live in hopes/expectations of the plants which will greatly soften it up but ......
 
It’s the supply issue, as the complicated panels are fabricated and shipped from South Korea in batches of crates at a time. The panels are still in production so it seems it’s like stop and go progress as shipment arrives on-site.
Looks like the first residential level of cladding on the south side is pretty much done.

.It's amazing how long it takes for anything to be built in this city.
It's being built privately. The builders have likely balanced how quickly they want to receive the material with how much they want to pay. To conflate this with public building is, I believe, flawed.
