Huge but not shocking news from the Burlington Centre (previously Burlington Mall). RioCan is looking to develop one of the 3 parcels, the one which contains the now-closed Hudson's Bay and a large swath of surface parking. The pre-application development is looking like 11 towers ranging from 23 to 37 stories, retail space, and a large new public park.

"Overall, the proposed development includes 3,476 residential units, a retail gross floor area of 7,279 m2, and a residential gross floor area of 242,279 m2. The proposed Floor Area Ratio is 6.14:1. One new north-south street and one new east-west street are included in the proposed development."

Only available rendering at the moment, perspective is from over the mall looking east-ish towards the Canadian Tire

And the site plan. 8 buildings, all with ground-floor retail. For reference, the Hudson's Bay currently sits right where the proposed park is, and the mall is immediately adjacent to the left. The Canadian Tire is the building to the right of the development.

And lastly, the Google Maps screenshot. You can actually see the north-south right-of-way already somewhat exists as a private drive through the mall parking lot. It is already aligned with Dynes Road and has a stoplight at the intersection with Prospect.

Couple things I want to note. First of all, I called this so long ago, as soon as they announced this Hudson's Bay location would close back in mid 2023, a shameless "called it" moment for me haha. More importantly, this is located 1.5km from Burlington GO and is also the planned location of another station if/when we get more of an RER-style electrified GO system. The corridor along Fairview is also currently undergoing major upgrades by the city, adding a very wide multi-use path along the south side of the street and new trees, and possibly protected bike lanes in the future. Although not specifically outlined in the city's official plan or the province's MTSAs, the city knows that this entire strip along Fairview is going to be Burlington's development hub for the next decade or so, essentially a "midtown" area.

We'll give you the prediction, but locally, this has been a discussion as soon as the redevelopment of other malls began, it just makes too much sense, That HB was downgraded for years, the Mall itself has lost 'status' to nearby Mapleview, and the residential developments announced along Fairview stretching from Brant Street (Burlington GO) east to Sherwood Park (Appleby GO) makes this a no brainer in many respects.

There will be questions. Density will be one. Traffic another. The amount of traffic moving south of Prospect will be an issue. Fairview traffic levels themselves will be an issue. Rapid Transit upgrades along Fairview plus the addition of missing bike lanes however you separate them from the traffic will be needed.

Many people will advocate for the extension of the private mall road, itself an extension of Dunes, westerly across and underneath the rail line to link up with Laurentian and then Harvester. That would take some pressure off of Fairview as both run east-west and service both the GO lots for parking and the connections to the QEW at Guelph Line and Walkers.

The mall itself will see some changes. A grocery Store will be needed, not sure that the nearby Farm Boy will make the grade. The mall itself should gain some additional life from the addition of nearby residents.

The mall property is also the site of the Lions CLub Farmers market. It has its issues but adding some sort of a physical structure to the event would be helpful. Not sure it makes the plans here.

This will all take time. There are a number of approved projects in Burlington that are still waiting on movement by the developers. Nary a shovel to be seen.

But this is a good idea. And I think is the fourth or fifth infill or replacement of a mall or larger commercial setting with residential within Burlington.

Just want to point out an interesting detail. Riocan does not own this site. Riocan owns the mall to the west, and owns the end parcel to the east with the Canadian Tire store. The parcel in the middle (the subject of the application) is not registered under Riocan's ownership.

That is very interesting. Studying the drawings, the full build out of this separate property could certainly impact the rather enormous Canadian Tire just to the east. I would say about 50% of their parking area would be impacted by this development. The idea of redevelopment is not unexpected, and you can see or envision benefits to the remaining Mall area. The impact on CT could be substantial.
 
I personally love to see this - so long as the majority of the units are rentals. With the way things are going in the condo world I would be surprised if they are mostly/all condos, and if they are then this will likely not materialize for decades.
