What are they building on the Bayview Extension at the Prince Edward Viaduct?

Tried to find this on google and in the forums but couldn't.

Looks like something interesting going up on the Bayview Extension, west side. immediately on the north side of the Prince Edward Viaduct.

They poured gravel and graded the whole site and now they've got concrete barriers all up.

Surprisingly difficult to find information on it, yet it looks like they are making progress on something over the last month. There's wooden fencing around the perimeter and a paved ring (looks like a kiss-and-ride).

As opposed to the garbage dump the homeless are building beside the BE under the bridge for the DVP ramp.

It's one of the five gargantuan shafts for the Coxwell Bypass Tunnel. Seeing that massive concrete circle one could assume it was a preemptive streetcar loop for the ill-fated Don Mills LRT. It's a $400 million project recommended by the experts and built without political campaigns, partisan battles between media columnists, and endless debate about minutiae. I wish we could build transit expansion projects this way.
