Happy new year. When is expected occupancy date?

I am researching the value in buying a condo in a building that is sub-metered for electricity, hot water, cooling and heating. Does anyone know the name that tridel uses to provide the sub-metering services?

Is it legal to rent out a condo that is in occupancy state but not registered. If there were a claim through tenant insurance they may argue that the rental arrangement is not legal.
