What is the status of the plan now with the change in Toronto Government and the dispute over the plans for Yonge Street between Finch, Sheppard and the 401?

Taken earlier this week, cellphone camera. In the second picture, am not sure of the purpose for the lower structure in the foreground just behind the truck. It is only about six storeys high and is included in the renderings. Anyone know?
