If you look to the front left there is a portion that the roof is not complete I believe this is for hoisting them out -
I'm planning on getting some drone photos of lower don crossing bridge, cut and cover tunnel portal, and the rail corridor tomorrow...

I'm pretty sure that exterior work has probably been slowed as of late due to the cold temperatures they're also could be a wind speed...
