Actually, the reporter contacted Metrolinx for comment and they don't seem to agree with your reasoning. They don't seem to disagree with it either, though :)
I don't see anything wrong with this article. They are reporting the possible implication of a statement in an official document, not hearsay. The key words in the headline are 'hints' and 'could'.
P3 contracts also allow a government to defer costs to a later date and by the time the bill comes due there could be a new government in charge or we could all be dead etc.
I understand there is no funding for it but seeing renderings of this project without platform screen doors will always be a bit of a letdown, in my opinion.
