Best guess would be Yonge St just below Queen looking South to Richmond. The building on the left with the spires was around on into the 1930's
 
Here's a revealing 1940 view of Toronto Island Airport (now Billy Bishop Toronto City Airport) and surrounding waterfront. The old Maple Leaf Baseball Stadium, once a landmark, is nearby. As well as the early development of the airport, we see the huge rail-lands that are now home to the Skydome, CN Tower, condos and other high-rises.
Along the shoreline, east of York St., a large area of landfill is still barren of major development.
I have a personal interest in the circled area (foot of Spadina) showing buildings which would become (in 1941) a wartime shipbuilding yard where 56 minesweepers would be built and launched before 1945. My father helped to build many of those. That site is now called "The Music Garden" and is part of the Harbourfront development.
