On top of the massive surface parking lot, perhaps?

Correct, my understanding is that it will be a tent structure, one is also apparently going to be placed on the exhibition grounds. Should be interesting to see how this rolls out.

There's way too much surface parking in Liberty Village. Get rid of it all.
because there are no structures or underground garages - Green P has gotta build a new central garage and start getting all the landowners to develop their garages, much like how the old warehouses in the entertainment district service their parking.

Documents are out and still can;t figure it out?

Transients to take up residence in Liberty Village
The next $2.5-million prefab structure for transients is set to be constructed right in the middle of thriving Liberty Village, the Toronto Sun has confirmed.

The city’s shelter, support and housing (SSHA) officials will hold an “open house” Monday evening — similar to the one they hosted last week at Fort York– to let residents know they’ve selected Lamport Stadium as the second new site for a low-barrier shelter, which will house up to 100 residents.

SSHA spokesman Patricia Anderson confirmed the location, saying it will take up part of the Lamport Stadium parking lot and is scheduled to open in December.
