The City of Brampton has been expanding quickly, adding an average of 16,000 people a year over the last decade, to the point where it is the GTA's third most populous municipality, currently estimated at 510,000 people. While most of the growth has been in Brampton's surrounding farmland areas, recent condominium developments and the Rose Theatre, a new performing arts venue in Brampton's downtown core, have started a process of revitalization in this area.

Just to the south of Brampton's central Four Corners, its 1991-opened City Hall, a post-modern structure designed by local architect Bob Posliff, has been bursting at the seems, and requires more space to meet the needs of the growing city. A scheme to remedy the situation was agreed upon by Brampton City Council last year, the winning proponent being the Dominus Construction Group with a design by Zeidler Partnership Architects. Demolition of some existing smaller structures is now underway, with excavation for a new 9-storey Civic Centre and underground parking garage to begin soon. Completion is expected in 2014.

The Zeidler plan for the expansion is to build an east-west connecting link from the existing City Hall, mid-block, bridging George Street, to an L-shaped 9-storey tower. Public spaces will be accommodated on lower floors, while Brampton City departments will have offices on upper floors.

Another mid-block link, this one running south from Queen Street, will provide a landscaped forecourt leading up to a new dramatic glass-enclosed lobby for the complex.
