Yes, this has always been the plan. Because it's an existing (listed) building any changes are approved via a building permit.
 
quick update: received an email stating construction is to start in June.

Now there is a billboard onsite that says construction starts in September 2015 (I thought it was summer 2015 previously).
 
I saw the billboard this weekend as I walked by. My letter sent to me said June, but the billboard says otherwise. Perhaps June was a bit ambitious for the group. I think regardless this one will be a while before fully complete.
