Presumably because the Site plan has still not been approved and no excavation permit has been issued.

I'm not an expert, but I suspect that they finished cleaning out the gunk around the edges that would impede shoring last week, and the site is now reading for shoring and eventual excavation.

It looks like shoring never progressed past the first borehole?? I see a concrete column protruding from the spot where @Edward Skira captured a shoring rig in June, but nothing else. Thoughts?

Who knows? Well, I'm sure they know what their project plan says. Maybe they couldn't get a crew/equipment during the summer? Maybe they have to wait until the next tranche of their financing arrives? Could be any number of things.

They are waiting on permits from the city to commence shoring and excavation. The site staff are hoping that they will be in before the end of the month.
