Isn't the auto-storage in the podium?

My understanding is the podium was supposed to be constructed new, and 9 storeys high, but now they have to keep the existing warehouse structure.
Are they planning on adding 6 storeys to that existing steel structure?

A rock wheel might help with the speed!
 
I believe you'll be seeing car dealerships in the first two floors of the podium, storage for that, plus parking for the residential and the retail below, and floors 3 and higher in the podium will be residential. What's been left will be built over, to different heights at different points. I don't see any 9 storey portions, but 4, 5, 7, or 8 storeys for this south side.

Are there no permits or a stop work order here or something?
