Yikes. Hopefully the new Yonge Street street design will get funding so that they can finally fix the pedestrian realm in NYCC.
 
No need, this is very minor repair.

When public realm infrastructure on City's right-of-way property gets damaged, the City could go after building developer/management (Menkes GibsonSquare), retail-unit owner/tenant (BostonPizza) or their construction contractor; but City need to be sure who's responsible for the damages.

In this case, the damaged metal plates belong to the utility well, so it belongs to either Bell, Rogers, Toronto Hydro, etc,... (I'm guessing it's an access well to underground fibre optic switch-box shared by both Bell and Rogers),... they have agreement with City to put their infrastructure on City's right-of-way property and they'll be responsible for maintaining it thus, they'll be responsible for replacing the damaged metal plates - if they're smart, they'll replace them with much stronger reinforced metal plates. Then it'll be up to the utility company to decide if they want to go after who-ever damaged their property, but usually not worth it.

That location was originally going to be a "3 Brewers" pub -- they even had a window banner up for a while. And then, the banner was gone. Never did find out what happened.

It looks like the north tower podium is still missing a chunk of retail, lots of space still for lease. Maybe it's harder to find willing retailers when there is so much construction going on nearby (looking at you, Beacon condos).

Probably zoning issues. Brewpubs can't open in any restaurant space. If they were going to make beer and sell it on-site, they would've had to find somewhere that's zoned for industrial or commercial-residential-employment. In North York Centre, the pre-amalgamation zoning laws are still in effect so it would've probably been a no-go for Three Brewers without a major revamp from city hall.

Here's a link to the zoning map for the city. The white areas are where pre-amalgamation laws from the six former municipalities are still in effect. Note how those tend to be the places most impacted by the development boom. Sometimes condos, but also places like the Stockyard mall, the new SmartCentre in Leaside, Shops on Don Mills, Golden Mile, etc.

Anyways,.... from NorthYorkCityCentre side lower concourse level (by starbucks) looking north (a painter was doing some finishing touches to the room directly to the left of this photo - probably a parking lot access space),... drywall hoarding is blocking access to new underground pedestrian tunnel,....

This Menkes GibsonSquare - NorthYorkCityCentre underground pedestrian tunnel took about 9 months to complete,....... and since your contractor guys are done,... can you send them down to Bazis EmeraldPark,.... it's been 31 months already,.... 22 months late, and counting!!!

We haven't received any updates on the tunnel since the initial testing done 3 weeks ago. Wonder what's going on?
 
They took out the hoarding at the NorthYorkCityCentre end about 2 weeks ago. Back then, also heard vacuum inside the underground pedestrian tunnel so they were cleaning up back then. Also saw ladder and table with blueprints so I suspect they still had minor issues to fix.

If they have good fire safety verification test done, then there's walk through inspection, City Inspector final inspection, then once all paperwork is ok they get Occupancy Permit to open.

The tunnel is officially open! The desk in the above picture is gone. I found it to be quite slippery walking through there.
