That would be unusual if it was. Usually the higher quality cladding is used down low on the podium, and the cheaper cladding is used higher up on the tower
 
The standard awful cladding choices aside, this thing's podium has no sense of scale or proportion. There's a way to do imposing and scaled-up; this is not the way.
 
The renderings do show a variety of cladding styles on the building, mostly in vertical runs. Here's hoping that what looks like curtain wall on the renderings (where there are no balconies) actually turns out to be curtain wall… but I'm not going to hold my breath on that.
