I don't get "stay to the left of this sign" from the European sign at all... Like PinkLucy, all I see is an arrow pointing at something.

This on the other hand, would tell me to keep left:

Because the white arrow is pointing downwards, it makes me think there's something I should be looking for at ground level. Perhaps if the arrow was pointing straight to the left?

The North American one is typically mounted up on a pole near the end of the obstruction (median, streetcar platform, etc.), whereas the UK/Europe version is usually on a short post or illuminated column on a traffic island, at approximately driver's eye height, pointing at the lane to be taken:

That actually looks like 'turn left' to me here, aside from the text.
 
Honestly....even in the absence of any signs, the streetcar ROW is clearly a streetcar ROW. There is no ultimate sign to guide people who just shouldn't be driving. Brain mulfunctioning cannot be fixed with signs, unfortunately.
 
Apparently not. I had someone tell me that the problem is that you can't tell where anyone is supposed to be, that it is all the same level and everything looks the same, whether you are on foot, on a bike, or in a car.
