There's no reason an ROW would be required through the whole segment. An LRT / streetcar could run in mixed traffic when the road widths are too tight and on its own ROW when they permit.

It's not 'bad' per se, but there are several busy details which detract from what could have been a nice, simple mid-rise. Frosted glazing on two of the balcony railings but clear on the other two? Why? The heavy line of grey spandrel right above the retail area? Why?
 
I'm assuming that retail signage will be affixed over the spandrel. The frosted/non-frosted thing though? Not sure why any of the balconies are completely clear. They should all be frosted (or smoked) to cut down on the visual clutter that often accumulates over time.
