Finch West Line 6 LRT

I would have said that the report (see link) recommends the following:

Proposed uses of the PRA (Public Realm Amount) on Finch Avenue West represent streetscape and public realm enhancements that will address specific needs and opportunities determined by City staff, and include in order of preference:

a)
Right-of-way improvements to preserve six traffic lanes under the CP Rail Bridge west of Highway 400, rather than a reduction to four lanes as shown in the approved Environmental Project Report (the "EPR");

b)
Right-of-way improvements for enhanced pedestrian and cycling infrastructure through the Highway 400/Finch Avenue interchange between Norfinch Drive and Weston Road;

c)
Right-of-way improvements for enhanced cycling infrastructure on both sides of Finch Avenue between Norfinch Drive/Oakdale Road and Tangiers Road, and between Highway 27 and Weston Road;

d)
Improved pedestrian and cycling connections to existing multi-use paths that run north and south from Finch Avenue West at Black Creek Ravine, and between Finch Avenue West and the existing multi-use path in the hydro corridor to the north through the Metrolinx Maintenance and Storage Facility; and

e)
Enhanced streetscape details and aesthetic improvements along the corridor, which may include upgraded BIA infrastructure.​
 
Hasn't Toronto City Council officially approved all of the PRA improvements recommendations?

Is the Toronto Parking authority now going to acquire that piece of land on the south/west corner of Finch/400 for parking etc?

What are the next steps for the PRA?

The restart of this project was announced a couple years ago...why does it take so long to retender a contract that has largely been unchanged for 10 years? Don't tell me that they diverted all the finch funds to other projects and are scratching their head now because they can't find the funds.....
 
I would like to clarify that there will be no dedicated pedestrian tunnel under Highway 400 but there will be one for the Hwy 400 southbound on ramp from Finch going east and there will be a dedicated pedestrian tunnel under the CP rail bridge by Finch and Weston?

From the Allocation of the Public Realm Amount - Finch West LRT at this link, there is another link to a Report and Attachments 1 to 5 from the Deputy City Manager, Cluster B on Allocation of the Public Realm Amount - Finch West Light Rail Transit (LRT).

There is a suggestion (only) of a building a bridge over the 400 for multi-use using the hydro corridor.

The major announcement this week is likely regarding the tender. I can't recall what stage the tender was at, but it's likely it could be that they've awarded a contract.

Mainly because of Metrolinx using a needlessly slow and overly bureaucratic Infrastructure Ontario alternative procurement P3. They need to do the engineering on the whole line, then put it out to tender for a few general contractors to analyse and estimate the costs on the whole line, then put together a bid, and so on. Adding a year or two of paperwork before any actual work can start.

All so the province can say they are using the private sector to save money, but they are not, since any potential cost savings are wiped out by the inflationary cost increases caused by the delays.

Rather than when the city was going to build it, they were going to design a short section at a time, put it out for bids, and then have them start building it, and repeating that process down the line,

To be fair, inflationary cost increases in these times don't amount to much. It's the lack of public amenity meanwhile that is the real cost.

Anticipated schedule:
RFQ Proponent Selection: 10-Feb-16
Issue RFP: 19-Feb-16
RFP Close: 13-Oct-16
Financial Close: 11-Apr-17
Construction to Begin: Mid-2017
Expected Revenue Service: Dec-21

That lines up with the timeline that we are seeing in KW for our LRT.
