Twelve months ago Infrastructure Ontario said that the RFQ would be issued in Spring 2014 with the RFQ in Fall 2014. By the time we hit July 2014, the Metrolinx website said the RFQ would be Fall 2014 and the RFP in Spring 2015. As neither have happened yet ... so I'd take that with a grain of salt.

I wonder if the Ford factor played a part in that delay. Metrolinx got burned on the SELRT last election, and may have wanted to wait until after the election last fall before jumping into another LRT project again.

Given the link also indicates that the MPPs for Etobicoke North and York West will also be there, the only two MPPs to cover the Finch West LRT route, it seems so.

(ignoring that the Liberal government had already promised to build this east as far as Don Mills Road, and have it completed by 2013).

Ontario Moving Forward with Finch West Light Rail Transit Project

April 27, 2015

Project to Bring 11 km, 18 Stops of Light Rail Transit to Manage Congestion; Improve Economy

As part of the largest infrastructure investment in Ontario's history, the province is moving ahead with the $1.2 billion Finch West Light Rail Transit (LRT) project -- a priority transit investment in the City of Toronto that will bring much-needed rapid transit to communities along Finch Avenue West.

The LRT will create 11 new kilometres of rapid transit along Finch West from the new Finch West subway station on the Toronto-York Spadina subway extension to Humber College.

The project will help transform Finch Avenue West into a vibrant community, accessible to motorists, transit riders, cyclists and pedestrians. The LRT service will also move more people, faster through the busy Finch West corridor than the existing bus service.

Through the Moving Ontario Forward plan the government is investing in priority rapid transit projects that will connect to the GO Transit network and other transit systems across the Greater Toronto and Hamilton Area (GTHA). These priority rapid transit projects will increase transit ridership, reduce travel times, manage congestion, connect people to jobs, and improve the economy.

On April 16, 2015, Ontario moved ahead with its plan to unlock the value of certain public assets. This will provide the province with approximately $4 billion to build new transit and other priority infrastructure projects through Moving Ontario Forward.

Investing more than $130 billion over 10 years in public infrastructure ­-- the largest infrastructure investment in the province's history -- is part of the government's plan for Ontario. The four-part plan is building Ontario up by investing in people's talents and skills, building new public infrastructure like roads and transit, creating a dynamic, innovative environment where business thrives, and building a secure retirement savings plan.


QUICK FACTS

The province’s Moving Ontario Forward plan will make $31.5 billion available over the next 10 years for investments in priority infrastructure projects across the province and is expected to support over 20,000 jobs per year, on average, in construction and related industries.
Under Moving Ontario Forward, around $16 billion is being allocated to transit and transportation projects in the Greater Toronto and Hamilton Area (GTHA), and about $15 billion available for investment in roads, bridges, transit and other critical infrastructure in the rest of the province.
The environmental assessment (EA) phase for the Finch West LRT was completed in 2010. A separate environmental assessment for the maintenance and storage facility (MSF) for the light rail vehicles will begin soon. The MSF will be located along Finch Avenue West between Norfinch Drive and York Gate Boulevard. Preliminary design and engineering work on the project is ongoing and work is underway to ready the project for procurement.
 
The only news in today's revelation is that Finch West is now delayed another year to 2021 instead of 2020.

And Sheppard East construction now won't start until after Finch West opens (2021 or later) rather than 2017, delaying the 2021 opening until at least 2025.
 
CBC: Finch West LRT moving ahead, construction begins 2016
Construction will begin in 2016 to build the Finch West light rail transit line, transportation minister Steven Del Duca announced on Monday morning.

Del Duca said the project would have 18 stops along an 11 kilometre stretch of Finch Avenue West, connecting York University, Humber College and the yet-to-be-completed Finch West subway station on the Toronto-York Spadina subway extension.

It is projected to cost $1.2 billion and would be completed by 2021, he said. The province is said to be funding the project.

"The bottom line is, this is great news for the city of Toronto," said Del Duca.

Mayor John Tory was on hand for the announcement, and said it was an example of the city and the province "getting on with another piece of the transit puzzle."

"It's about connecting people to opportunity and opportunity to people, and that's what this transit line will do," he said.

Tory stressed the construction of the line, which has been approved by council, would not disrupt the flow of commercial traffic.

The Ontario Liberals have made several transit-related announcements in recent weeks, including the inaugural ride on the Union-Pearson Express, new GO stations and a transit-heavy budget.

The province said the $1.2-billion investment is part of the $8.4 billion committed by Ontario to expand transit in Toronto.

However, what is unclear is the future of the Sheppard East LRT and the Downtown Relief Line which the province promises will still be built.

“Sheppard East LRT remains in province’s plan. The plan is to have the procurement after we complete the Finch West LRT,” said Del Duca.

2021?! Holy Hannah. By comparison, the ION is starting construction last fall and will be open by 2017.

So, what the hell does that mean? They won't start building until after 2021?!
 
If they cant figure out what they want to do with Sheppard could they at least finish Eglinton West to the airport before 2021.
 
After all those years of postponements & cancellations I didn't think I'd ever see the day where either Sheppard or Finch would actually start construction (Agincourt grade separation excluded).

Sheppard, pushed back another 4 years is basically an indefinite postponement as far as I'm concerned.

I'm pleasantly surprised about Finch. This announcement seems to point to construction really starting next year, which means 2 years of construction until the next provincial & municipal elections. That should mean it'll be beyond the point of no return.

That's good news to me, we'll have two LRT lines using Flexity Freedom (assuming Bombardier continues to operate and manufacture them) in Toronto.
