The facade looks like they didn't even clean it. I'm assuming they did but it looks rather dirty.

I actually think it looks really good. It's a bit rugged, but compared to the precast on the south side of the building--different material, I know, but just in terms of texture/appearance--I think it makes it look authentic.

This building is looking pretty good overall, in my opinion.
 
Yes, and that cedar mulch smells great. I wonder if at some point the garden group that plants up the garden at the corner of Sherbourne & The Esplanade will have a go at this.

I think that is unlikely, they are thinking about taking on the two new large planters just south of their current garden but the whole street is beyond 3 or 4 volunteers. The St Lawrence BIA has been taking over many of these planters (e,g. the ones on The Esplanade and on Front) and I think there is some hope THEY will take them on. As part of the Lower Sherbourne plan, there will be additional plantings (presumably in the fall) but the City seems unable to actually look after these kinds of places.
 
I'm amused that some people are offended by how the heritage facade looks old. That's the point. If you want the brick to be spotless and new, then maybe you just don't like heritage buildings/facades and would rather they built a new facade in its place.

Who's complaining about age? The complaint is that the heritage facade remains filthy. Maybe those who want it fully restored care more about it than you, even. :p

The modern podium is still awaiting cladding installation. The heritage one looks lovely to me!

I havent seen this brick in person but from pictures it looks clean but worn and faded. As long as its in good structural shape i think it looks perfectly fine like this. The new windows freshen up the building as well.

It's often desirable to be able to see a building exactly as the architect envisioned it. When you can see what people saw when it was built and what the architect wanted, you can better appreciate the era when it was built. It's like seeing those rare colour photos from the early 1900s. It's easier to relate to one's ancestors when you can see the world through their eyes.
