I rate it highly because I personally think it is an appealing example of what it is. Most "hate it" votes are not seeing beyond what it represents. I believe it succeeds well at appealing to a large audience using cost-effective materials, and therefore should be applauded for it.
But ultimately it comes down to subjective tastes. Maybe I find this kind of of building more interesting as I'm originally from England, which is full of nice old buildngs, but bland newer builds. I simply enjoy the North American style of brash, mish-mashed eclectic mixes of styles fused into new buildings, regardless of the materials used. I know that's not much of a specific argument, but it works for me! Maybe in ten years the novelty will wear off and I'll be hating this too! hehe
