Just to nitpick, it's a transformer station, not a generating station, to the west of the CBC and north of the 300 Front site.

gotta be the cold weather...I drove around MCC yesterday, and not a single site (Absolute, Chicago, Ovation, Widesuites, Elle) had workers working...today may end up being the same...
