Should Toronto pass noise bylaws and enforcement actions against loud motorcycles like other cities?

I'm stunned we let smirking 60 year-old skinny-legged, pot bellied losers blast through our conversations and neighbourhoods.
My guess is one biker riding home at midnight can piss off 5,000 to 10,000 residents. Talk about an example of subtracting from the public realm!
 
It looks to me like the province's laws already prohibit any kind of muffler modifications and/or excessive noise from anything with an engine, be it motorcycles, cars, trucks, construction equipment, whatever. So the question I have is, why are those laws not being sufficiently enforced?

I live close to Yonge and Dundas, and when the bikers all leave the Hard Rock Cafe and head down Church St. the noise is unbelievable! If my windows are open, I can't hear my TV or have conversation. Sometimes they travel in packs, and then it's even worse. I don't know why the police don't enforce this.
