Cosmetic changes to unit before registration

Hey, couldn’t find any information about this online and curious if anyone here knows. During the occupancy phase of a condo, before the building is registered, are you allowed to make cosmetic changes to the unit (nothing structural)? Examples could be adding crown moldings, creating an insert for an ethanol fireplace, custom wall shelving, etc…

The reason I’m asking is because I know that during this period you don’t actually own the unit and that their might be some clause somewhere that prevents any such changes until the building is registered.
