What's to stop a wooden midrise building from burning to the ground in this way once it's completed? Are additional fireproofing materials added as part of the interior finishes?
 
Thanks @Jasonzed. So, there's a foundation there for Phase One, but no construction currently. Maybe Phase Two is set to go up to the left where the other concrete wall is?

That would be my guess. At the moment, there is no construction activity.
