The auditor’s report found construction plans were misplaced and unused, that in-house consultants needed to be better managed and overtime was being worked without appropriate approvals.

Employee absenteeism also needed better oversight, said the audit. One employee was absent eight times in 30 days without a supervisor or manager intervening.

I don't really care much about the receipts for refreshments, but the abseenteeism, excess overtime, and mismanagement of consultants and construction projects are more disturbing.

Given how long some of the smaller construction jobs seem to run late, probably not a big surprise. It's odd how relatively well they can do on the big projects compared to how some of the small ones fall apart.
