You're not missing much, as best I can tell this is simply some sort of test/place holder for a potential new section. Why it's necessary I don't know, but I'm sure there's a reason.

We're looking to see if there is any interest in developing a Chinese section. Nothing more than that and if you can't read it you shouldn't bother with it.
