The program demands parts/labour are 60% Ontarian. That violates WTO rules. Is this program doomed?

Only if "Buy American" (violating WTO and NAFTA) is doomed.

Who are the Japanese to talk, they build everything themselves and buy next to nothing from no one with the exception of raw materials.
