Absolutely - but that IS what the Metrolinx marketing position has been lately. They haven't been showing EMUs, which is contrary to some of the statements earlier in this thread.

The Alstom press release is very specific about the initial two year contract, so my guess is that they are only announcing the orders they expect during that period. Presumably EMU orders would be finalized during that design period.

The press release I linked to above says "until the new year". That may not be a specific date but it very strongly implies "until January 1".
